Egypt’s Newly-Elected Parliament Convenes Inaugural Session of 3rd Term

Egypt House of Representatives convened its inaugural session of the third legislative term at 11:00 a.m. on Monday, January 12, 2026, in the presence of Judge Mahmoud Fawzy, Minister of Parliamentary, Legal, and Political Affairs.

President Abdel Fattah El-Sisi issued Presidential Decree No. 16 of 2026 appointing 28 members to the House of Representatives, pursuant to the final paragraph of Article 102 of the Constitution. The decree was published in the Official Gazette “Al Waqa’e Al Masriyyah” on January 11, 2026. On the same date, the Official Gazette also published Presidential Decree No. 17 of 2026, calling on the House of Representatives to convene its first regular session of the third legislative term.

The agenda for today’s session includes the following items: Review of the Presidential Decree calling the new House of Representatives to convene. Review of the National Elections Authority’s decisions regarding the call for elections to the House of Representatives, the re-running of elections for individual candidacy seats in certain districts, and the announcement of final election results. Review of the Presidential Decree appointing members to the House of Representatives.

Administration of the constitutional oath, procedures for the election of the Speaker of the House, procedures for the election of the Deputy Speakers. In a private statement, Judge Mahmoud Fawzy, Minister of Parliamentary, Legal, and Political Affairs, explained that, in accordance with the Constitution and the House of Representatives’ internal regulations, the House holds a procedural session at the start of each legislative term. This session is chaired by the oldest member present, assisted by the two youngest members.

Dr. Abla El-Hawary, the oldest member of the newly-elected parliament, opened the first session. During this session, members of Parliament take the following constitutional oath: “I swear by Almighty God to faithfully uphold the republican system, to respect the Constitution and the law, to fully protect the interests of the people, and to preserve the independence, unity, and territorial integrity of the nation.” The oldest member and the two assisting members take the oath first, followed by the remaining members individually, in one or more sessions as necessary.

Each member must take the oath verbatim, without any alteration or addition. Any member absent from the oath-taking session may not assume their parliamentary duties until the constitutional oath has been taken. Minister Fawzy added that, following the swearing-in ceremony, the House proceeds with the election of the Speaker, followed by the election of the two Deputy Speakers. No debate may take place before the election of the Speaker. Nominations are submitted to the presiding officer within a specified timeframe, and elections proceed even if only the minimum required number of candidates is nominated.

The House may allow candidates to introduce themselves within a designated period, upon request. The presiding officer then announces the election of the Speaker, who immediately assumes the duties of office. The Speaker subsequently notifies the President of the Republic of the formation of the House’s bureau without delay.
