(Montel) Finnish data center developer Hyperco will launch its new Finnish facility by 2026, with Chinese social media platform TikTok confirmed as the main tenant, the former said in a statement late on Tuesday.

It follows TikTok’s announcement last week of a EUR 1bn data center project in Finland, part of its wider Project Clover to localize European user data.

The data center will also integrate waste heat recovery into the district heating network. Hyperco will develop and own the facility with its financing partners, while TikTok, as it has done with other European sites, will lease the premises. Construction is set to begin shortly, with commissioning expected in 2026.

The size of the data center remains unclear, with speculation it could range between 30-100 MW, depending on whether the EUR 1bn investment includes IT hardware or only covers the infrastructure. Hyperco was not available for further comment.

However, Finland’s recent decision to scrap electricity tax breaks for data centers has raised concerns among some industry players over long-term investment stability, while others said the tax break was unwarranted.

Former Fingrid CEO Jukka Ruusunen told Finnish broadcaster Yle earlier this year he believed data centers would come to Finland even without subsidies as its cheap, emission-free electricity and reliable grid were already strong incentives.
