Moldovan Delegation Explores Autonomy and Governance in Finland Through the Åland Islands Model

Between 4 and 9 May 2025, a Moldovan delegation visited Finland to explore models of autonomy and multilevel governance, with a particular focus on the Åland Islands. The study visit, organized by CMI – Martti Ahtisaari Peace Foundation with support from Sweden, was part of the ongoing “Gagauzia Dialogue” project. The initiative was carried out in close cooperation with the Åland Islands Peace Institute.

The visit aimed to deepen understanding of how institutional cooperation functions between Finland’s central government and the autonomous region of Åland. The delegation brought together representatives from Moldova’s national authorities, the Gagauz autonomy, civil society, and both national and international experts.

Throughout the visit, the group engaged in discussions with Finnish and Åland officials, legal scholars, and researchers. Key topics included the legal and political foundations of Åland’s autonomy, its economic framework, and the practicalities of multilevel governance.

Participants also examined Finland’s experience with European Union accession and Åland’s unique relationship with the EU, including its involvement in Nordic and EU-level cooperation mechanisms.

The autonomy protects language, culture and traditions under the principle of self-governance. Åland and Finland walk side by side; they are united for the benefit of all our citizens. The main point is that the dialogue never stops. The delegation also had the opportunity to meet with H.E. Elisabeth Naucler, Honorary Consul of the Republic of Moldova on the Åland Islands, who shared her extensive experience in diplomacy and regional cooperation.

The visit underscored the value of open, constructive dialogue and peer learning. Participants expressed appreciation for the insights gained and emphasized the importance of such exchanges in strengthening democratic governance and inclusive decision-making processes in Moldova.
