The Government of Finland launched a campaign against racism entitled “Action, Not Only Words” in August. Its objective is to foster a more inclusive, equitable society through tangible measures and by addressing structural racism, which improves the experiences of third-country nationals (TCNs) in Finland. The campaign’s title underscores the notion that mere proclamations are insufficient to eradicate racism: instead, concrete actions are necessary to eliminate it. The campaign is scheduled to continue until 2027.

The government created an umbrella commitment within the Sitoumus2050 online service as part of the campaign. This initiative invites communities, businesses, organizations, and institutions to draft their own commitments, including concrete measures to eradicate racism. The umbrella commitment proposes specific actions that each participating entity can incorporate into their own pledges. The proposed measures focus on raising awareness of racism, addressing it, and developing organizational culture accordingly. Over 40 entities which conduct work for or with migrants have so far committed to the campaign, including Helsinki Region Transport (HSL), the Confederation of Finnish Industries (EK), the Finnish Institute for Health and Welfare (THL), the City of Helsinki, the Finnish Red Cross, and the Finnish Roma Association.

In its campaign commitment, the government pledges to enhance efforts to address racism and promote equality both internally and externally. The areas of development for the government include internal discussions and training, improving knowledge, increasing equality and accessibility in communication, expanding the use of anonymous recruitment, and organizing discussions that promote inclusion. The campaign has received a mixed reception, with some concerned about government decisions on migrant-related issues that are seen as contradictory to the campaign’s goals.
